Is my North Ogden address in the city or the county?
Check before anything else. North Ogden's General Plan says "much of the neighborhood is pocketed with unincorporated Weber County parcels" in Coldwater, and that Southtown "has several moderate sized unincorporated Weber County areas." Those parcels carry North Ogden addresses but are permitted by Weber County, so look the parcel up on the Weber County GIS map first.
The General Plan describes four residential neighborhoods, and the jurisdiction risk is not spread evenly across them:
| Neighborhood | Where | What the plan says |
|---|---|---|
| Hillside | North of 3100 North, below Ben Lomond | Generally newer homes, lots of about 10,000 sq ft and up |
| Old Town | Around Washington Blvd and 2700 North | Original grid plat, newer homes mixed with older housing, lots of about 8,000 sq ft |
| Coldwater | East side, south of 2600 North | More agricultural, older farmsteads among newer homes, many county parcels |
| Southtown | South end, around 1900 North and Washington Blvd | Several moderate-sized county areas |
If the parcel is unincorporated, the permit goes to Weber County Building Inspection, 801-399-8770, through the county's OpenGov portal, which has handled new applications since March 30, 2026. The county's pace is different too: it allows up to fourteen working days for plan review and schedules inspections within three business days, where North Ogden reviews applications the same day. If your parcel turns out to be county, allow more time. Everything below about North Ogden City's process applies only inside city limits.
Which North Ogden permit form covers an EV charger?
Not the one most people would pick. North Ogden's iWorQ portal has an Electrical Upgrade Permit, but it says it is for electrical upgrades "NOT Solar, EV Chargers, or Generators." The city does not state online which form a charger should use, so call North Ogden Building at 801-737-9837 before you apply.
When you call, ask whether the general residential Building Permit form is the one to use. Other details from the city, checked October 4, 2026:
- Review is fast. The portal says applications are reviewed the same day they are submitted, except on weekends, holidays or after hours.
- Inspections are online. Search for the permit in the portal and choose "Request an Inspection." Keep the permit number handy.
- Owner-builders use the state's owner-builder certification form. The city's building codes page notes that state law requires a contractor or owner to obtain the permits and inspections.
We confirm the form with the city and file the application. The EV charger permits page compares North Ogden with the other cities.
How North Ogden sets the permit fee
North Ogden's Resolution 05-2026 consolidated fee schedule took effect May 13, 2026. Residential permit fees follow the 1997 Uniform Building Code valuation table plus 20 percent, so the fee depends on the valuation entered on the application. For a charger, that valuation normally covers the charger, wire, breaker, conduit and labor, so the fee follows the real cost of the job.
| Fee item | Resolution 05-2026 |
|---|---|
| Permit fee basis | 1997 UBC Table 1A plus 20% |
| Minimum permit fee | $56.40 |
| Re-inspection | $56.40 |
| Single-family plan check | 50% of the permit fee |
| State fee | 1% of the permit fee |
| Residential plan check deposit | $500; ask whether it applies to a charger circuit |
We have not reproduced the 1997 UBC table values. Ask the city for the fee on your valuation.
The re-inspection fee is the one to plan around: a failed inspection costs another $56.40. Work done to code, with the charger's installation manual on hand for the inspector, is the best way to pass the first time. For how permits fit into the total, see EV charger installation cost.
What North Ogden's newer homes mean for a charger
North Ogden has the newest housing of the cities we serve: Census estimates for 2020 to 2024 put the median home at 1993, with only about 10 percent built before 1960. About 86 percent of homes are single-family detached and about 87 percent are owner-occupied, so most installs are in a homeowner's own garage.
Newer does not guarantee room on the panel. A late-built home may already carry a hot tub, a shop or central air, and the load calculation decides whether a 48-amp charger fits or a smaller setting or load management makes more sense. The breaker sizing guide explains the trade-off. Gas heat is the norm here, about 89 percent of homes, which leaves fewer homes with an electric furnace competing for capacity on winter nights.
The older pockets are different. Old Town's older houses and Coldwater's farmsteads can mean an older panel, or a charger wanted in an outbuilding away from the house. A run to an outbuilding is planned like any detached garage job: trench, conduit and wire sized for distance. The city's building department designs for a 30-inch frost depth and lists the weathering condition as "severe," and both matter for an outdoor charger or an underground run. See garage EV charger installation and outdoor EV charger installation.
Rocky Mountain Power serves neighboring Ogden and South Ogden; check your power bill to confirm your own utility. If it is Rocky Mountain Power and the load calculation shows the service needs to grow, the upgrade is requested by calling 1-888-221-7070.
North Ogden EV charger questions
Why can't I use North Ogden's Electrical Upgrade Permit for a charger?
Because the form excludes it. North Ogden's iWorQ Electrical Upgrade Permit says it is "NOT Solar, EV Chargers, or Generators." The city does not say online which form a charger should use. Call the building department at 801-737-9837 to confirm which form to use.
How do I know if my North Ogden address is in the city or the county?
Look up the parcel on the Weber County GIS map. North Ogden's General Plan says much of the Coldwater neighborhood is pocketed with unincorporated Weber County parcels and that Southtown has several moderate-sized county areas. A county parcel is permitted by Weber County, even with a North Ogden mailing address.
How much is an EV charger permit in North Ogden?
North Ogden sets residential permit fees from the 1997 Uniform Building Code valuation table plus 20 percent, under Resolution 05-2026. The minimum permit fee is $56.40, plan check is 50 percent of the permit fee and a 1 percent state fee is added. The exact amount depends on the project valuation you enter.
Does a newer North Ogden home need a panel upgrade for a charger?
Not necessarily, and a newer home is often in a better position than an older one. What decides it is the panel's rating, the space for a two-pole breaker and the loads already on it, which a load calculation checks. If it is close, load management or a lower charger setting can sometimes avoid an upgrade.
